General Characteristics

This professional position requires demonstrated competence in research and analytic skills. An associate should be able not only to summarize and describe an issue, but also to analyze and explain legislative and administrative facets of a topic. The work of employees in this class requires considerable independence. Contact with legislators, legislative staff and other officials outside of NBCSL is extensive, includes face-to-face discussions or presentations at meetings and involves more than the exchange or provision of information on legislative information requests. While still operating largely in support of and at the direction of other professionals, an employee in this class often has responsibility for a committee, staff section, small project, substantive newsletter, or major research publication.

Responsibilities and Expectations

Typical duties include the following:

  1. Collect, monitor and analyze data on legislative actions, state and federal programs, using a range of research skills including legal research, original surveys, in-depth interviews and specialized library resources.
  2. Prepare concise and accurate written responses to legislative requests for information.
  3. Under supervision, plan programs and organize background materials in closely related subject areas for research projects, meetings, conferences and technical assistance workshops.
  4. Plan, research and write for newsletters, issue briefs, short research reports or articles, though most written products are subject to close review and editing by more senior staff.
  5. Provide program support and administrative assistance to a committee, task force, working group or staff section.
  6. Make presentations to committees in technical assistance workshops or other legislative audiences, reporting on one’s own research or closely related subjects.
  7. Work with other staff on broader or more complex technical assistance efforts.
  8. Provide research and writing support on grant proposals.
  9. May assist with other project or program tasks as assigned.
