March proved to be largely a month of bilateral talks and action. Lawmakers quickly endorsed the passage of a bipartisan jobs bill in the House and a transportation reauthorization bill in the Senate. A joint effort between the Department of Justice (DOJ) and the Department of Housing and Urban Development (HUD) has led to a landmark settlement with five of the nation’s largest loan providers that will provide assistance to distressed borrowers and state governments. Despite initial efforts, some bipartisan talks appear to be fading since the House released its budget, which has set the stage for both philosophical and fiscal battles.
President Obama’s 2013 budget proposal to Congress included education investments aimed at providing professional development for teachers and making college more affordable. The U.S. Department of Education is requesting an overall increase of $1.7 billion, or 2.5%, from 2012.

Congress was in recess for most of January with the House returning back to session after Martin Luther King Day and the Senate returning the following week. Looking ahead, February should be an active month for legislation, as the House seeks a long-term solution to the Payroll Tax Cut and unemployment extension.

African Americans Remain Most Unemployed Among Nation
The U.S. Department of Labor released the November 2011 Employment Situation showing a total number of 13.3 million Americans unemployed, representing 8.6% of the population.  While there have been decreases to the national unemployment rate over the past months, the fact remains that many Americans are still struggling to secure jobs.
The American Jobs Act of 2011(hereinafter, "Jobs bill"), S. 1549 and H.R. 12, sponsored by Senate Majority Leader Harry Reid (D-NV) and Rep. John Larson (D-CT) and vigorously pushed by President Obama, is struggling to make its way to the floor of both Chambers for consideration.

Aides close to the President are reporting that after Labor Day, the President will unveil his plan to put Americans back to work and say the package is likely to target the long-term unemployed, some 6.2 million Americans who have been out of work for six months or more.

While many legislatures are focused on high-priority Congressional and state-level redistricting, efforts are now underway across the country to adopt restrictive laws that will make voter access more difficult for African Americans and other minority voters.
