Resolutions embody NBCSL’s core values, promoting equal access to America’s opportunities and promises. Resolutions draw attention to a particular policy problem and offer solutions; they serve as the basis for both state and federal legislation and action, and have often resulted in enacted laws, policies, and programs.

Each year, our legislative members deliberate over resolutions that have been submitted in advance of the Annual Legislative Conference. All resolutions ratified by the full body are disseminated to NBCSL’s state, federal, corporate, and non-profit partners in order to effect change.

Policy Resolution Process

The 2012 Resolution process is now closed. The e-form and instructions have been removed until next January, when the process will re-open for the 2013 Resolution cycle.
